Forging Unified Leadership in Higher Education: JRMSU Hosts 1st SUCs Executive Forum 2025

The 1st State Universities and Colleges (SUCs) Executive Forum 2025 was held on June 10–11, hosted by Jose Rizal Memorial State University (JRMSU) in collaboration with Cotabato State University (COTSU), under the leadership of Commission on Higher Education (CHED) Commissioner Desiderio R. Apag III, D.Eng., PCPE.

With the theme “Forging a Unified Vision for Philippine Higher Education: 34 Strong Leaders Committed to One Vision, One Goal,” the event underscored CHED’s commitment to collaborative leadership and shared responsibility among SUCs.

In his opening address, Commissioner Apag emphasized, “I did not come here as CHED Commissioner nor as Chairperson of the Governing Board, but as an advocate of change, of progress, and the future of Philippine higher education.” He also affirmed his principle of “doing the right thing, in the right time, in the right way.”

JRMSU President Dr. Maria Rio Abdon Naguit highlighted the critical role of higher education, stating, “Higher education has a very strong role because we are the molders of the teachers in basic education. We have a very big role to play.”

Cotabato State University President Dr. Sema G. Dilna added, “Indeed, this is enrichment in our wisdom and knowledge as we lead our higher education institutions with one vision and one goal—that is, quality education and assurance. This forum is a venue and avenue to share our concerns, not only the routine matters but also the deeper, structural concerns of our institutions.”

The first plenary session featured Justice James Lee Cundangan of the Office of the Solicitor General, who addressed common legal and administrative issues faced by SUCs and offered practical guidance on governance and compliance.

CHED Regional Director for Region III, Dr. Lora L. Yusi, and CHED Regional Director for Region IX, Atty. Marco Cicero F. Domingo, CESE, were also present, signifying strong regional engagement and support for unified higher education strategies.

More than just a gathering of leaders, the 1st SUCs Executive Forum 2025 marked a critical step toward building a unified and future-ready Philippine higher education system. Through open dialogue, shared vision, and strengthened partnerships, SUC leaders and CHED reaffirmed their collective commitment to drive systemic improvements, address common institutional challenges, and align leadership strategies toward inclusive and high-quality education nationwide.
