JRMSU Governing Board approves the 176 reclassified faculty members

The JRMSU Board of Regents approved the reclassification of 176 faculty members pursuant to Board Resolution No. 03-2024 dated January 26, 2024, and Board Referendum Resolution No. 02-2024 dated April 4, 2024, respectively.

The said approval was in accordance with the Department of Budget and Management (DBM)-Commission on Higher Education (CHED) Joint Circular No. 03, series of 2022 dated October 18, 2022, which provides the Guidelines on Reclassification of Faculty Positions in State Universities and Colleges (SUCs), the DBM-CHED Joint Circular No. 01, series of 2023 dated July 19, 2023 and CHED Administrative Order (CAO) No. 01, series of 2023 Implementing Guidelines on the Evaluation, Review, and Approval Process of the DBM-CHED Joint Circular No. 03, series of 2022.

These faculty members were evaluated based on their accomplishments in the areas of (1) instruction; (2) research, inventions, and creative work; (3) extension, and (4) professional development within the evaluation period.

For this reclassification, there were four (4) committees duly constituted tasked to evaluate the documentary submissions of the faculty applicants, to wit: (1) the Institutional Evaluation Committee (IEC), (2) the Regional Evaluation Committee (REC) for Instructor-Associate Professor Ranks; (3) the Evaluation and Accreditation Committee (EAC) for Professorial Rank, and (4) the Certification Committee (CC) for the University Professor rank.

The faculty applicants underwent the following process: (1) documentary evaluation, (2) documentary validation, (3) documentary screening on the professed field (first-time professors), and (4) accreditation/certification interview (first-time professors and candidates for University Professor rank).

The University, through the Human Resource Management Office, prepared and submitted the Plantilla of Personnel and Salary Adjustment (PPSA) and other supporting documents to the Department of Budget and Management-Regional Office for the release of Notice of Organization, Staffing and Compensation Action (NOSCA) as the basis for the issuance of the new appointments.
