OBE, COE Building Turnover Ceremony Marks a New Era in JRMSU – Main

Marking the realization of the unwavering dedication of JRMSU in providing the best learning environment, the turnover ceremony of the Outcomes – Based Education (OBE) Building and the 3 – Storey College of Engineering (COE) Building commenced today, September 5, 2023, at the grounds of Jose Rizal Memorial State University – Main Campus.

At exactly 10:00 in the morning, Rev. Fr. Edgardo Elumba led the JRMSU Officials, Faculty and Staff, College Deans and Associate Deans of different colleges, contractors and their representatives as they performed ceremonial rites to bless the newly constructed buildings for the turnover ceremony.

The main proponent of this project, former University President and now the Dean of the Graduate School Dr. Edgar Balbuena, together with the Vice President for Academic Affairs Dr. Jay Telen, Vice President for Administration and Finance Dr. Reynaldo Venezuela, and Vice President for Research Development and Extension Dr. Maria Rio Naguit spearheaded the cutting of ribbons in both OBE and COE buildings together with the presence of the Campus Administrators all throughout the JRMSU system, Chief Administrative Officer Dr. Marissa Recapente, COA Auditor Atty. John Vincent Estrella, and Financial and Management Officer II Atty. Nizza Lesterio.

“Our commitment in providing quality education has always been unwavering and these new facilities are the testament of that dedication. We not only address the issues of classroom shortage but also enhances the overall learning experience for our students,” said Dr. Marvin Recapente, Main Campus Administrator, in his welcoming address as he emphasized the significance of this momentous occasion for JRMSU as a symbol of progress, innovation, and opportunities.

In his acceptance speech, Dr. Venezuela affirmed the contribution of Dr. Balbuena as the one who proposed the idea of constructing the OBE building to address the requirement of OBE classrooms. He also described the facility as “one-of-a-kind” in Zamboanga del Norte, highlighting JRMSU’s aim in providing the students with the best facility to support their learning and their educational endeavors.

“I was touched during the turnover ceremony because I did not expect that these two buildings which I proposed and started to build came into realization, so I’m very happy. The OBE Curriculum as well as the training of teachers started in the College of Education and it is built for that purpose because that is always my feedback to other State Colleges and Universities that their curriculum is being OBEdized, their teachers are being trained for OBE but there are no available classrooms,” Dr. Balbuena said in an interview as he expressed his satisfaction on the realization of his vision which he had during his administration.

Meanwhile, Dr. Elias Cabilin, Dean of the College of Engineering, positively expressed the impact of this new COE facility as he believes that the quality of education towards the engineering student body will now be boosted because the new building will provide opportunities for the faculty to actualize laboratory practices and simulations. Furthermore, he stated that their next goal is the procurement of equipment and facilities for the engineering laboratories for the students to utilize.

The completion of the OBE building, constructed by MDS Construction and Enterprise took a year as it started last November 2022, while the COE building, constructed by Rudhil Construction Enterprise, Inc. took almost 7 years, from 2016 to the present year.
